Credit Unions

Your members aren't showing up to the AGM. Your regulator is.

Canadian member organizations are running annual meetings with empty rooms, knife-edge quorums, and critical votes hanging on a handful of proxies. FSRA, BCFSA, and AMF are asking harder questions about whether your members actually govern. The Converso team, using Motion Meetings software, is how you make the answer yes — and prove it with a complete audit trail.

The governance compliance challenge

Low attendance isn't a member apathy problem. It's a governance liability.

A notice mailed three weeks out and an in-person meeting on a Tuesday evening doesn't produce a member mandate. It produces a room with a handful of people making decisions on behalf of thousands — and regulators who are starting to notice.

Attendance
AGM attendance at most credit unions and member organizations — governance decisions made by a self-selected few, while the rest of the membership remains unrepresented and uninformed

Quorum risk
Merger and amalgamation votes require supermajority approval and minimum turnout thresholds. Low participation doesn't just weaken the mandate — it exposes the result to member challenges and regulatory review under provincial credit union legislation

Regulator scrutiny
FSRA, BCFSA, and AMF are asking harder questions. "Was the meeting held?" is no longer enough. "Did members actually govern?" is the question your documentation needs to answer — before a challenge is filed, not after
FSRA credit union guidance; BCFSA member consultation requirements; AMF cooperative governance framework
The question regulators are now asking isn't whether the meeting was held. It's whether the members actually governed.
An empty AGM is a governance event in name only. A merger vote that barely clears quorum is a result that invites challenge. A board election where two percent of members voted is a mandate that won't survive scrutiny. The Converso team, using Motion Meetings software, calls every eligible member directly, convenes the meeting live and two-way, conducts the vote, and delivers the documentation your regulator expects to see — before anyone asks for it.

We are the direct line from member notice to full participation — and the paper trail that proves it.

The Converso team, using Motion Meetings' secure voting and meeting platform, runs governance events for member organizations across Canada. When CUPE Québec needed to modernize their presidential election at their biennial convention, Motion Meetings completed a 570-delegate vote in 7 minutes. When the Heiltsuk Nation needed to hold a Governance Meeting with members across remote coastal communities, Converso reached every community, live and two-way. When your credit union faces an AGM, a merger vote, or a board election — we build the participation that makes the outcome defensible, and deliver the documentation that makes it stick.

Case Study — Heiltsuk Nation
Heiltsuk Tribal Council

Governance Meeting — remote coastal communities, full membership participation

The Heiltsuk Tribal Council holds governance meetings for a membership spread across remote coastal communities in British Columbia — communities separated by water, weather, and geography that make in-person assembly impossible for most members. Traditional meeting formats excluded the majority by design.

Converso designed and ran a telephone-based Governance Meeting that reached members across every community — live and two-way. Members heard directly from leadership, asked questions in real time, and voted on governance matters from wherever they were. The format gave the most geographically isolated communities the same access, the same voice, and the same vote as members in Bella Bella.

The complete participation record — attendance, votes, audio, transcript — was delivered for the Council's governance files.

"Converso's virtual town halls gave our members something they've never had before: a direct line to their leadership, from wherever they are in the territory. Our members in the most remote communities had the same voice as those in Bella Bella. That's what self-governance looks like in practice." — Medric (Bo) Reid, CEO, Heiltsuk Tribal Council
Why telephone governance meetings work where in-person fails:
  • No travel — any phone, anywhere
  • Remote members included equally
  • Live Q&A with elected leadership
  • Secret-ballot voting by keypad
  • No internet or app required

Case Study — CUPE Québec

570 delegates. One presidential election. 7 minutes. Zero paper ballots.

At its 34th biennial convention in Québec City in May 2025, CUPE Québec — representing over 110,000 members across the province's public sectors — partnered with Converso and Motion Meetings to modernize the presidential election at their convention. The traditional paper ballot process had been time-consuming, often taking several hours, and raised security concerns about delegate verification.

Motion Meetings implemented a secure electronic voting system for all 570 verified delegates. Each delegate used their own smartphone to cast their ballot — no additional hardware, no paper, no counting delays. The system verified that only authorized delegates physically present in the room could access the vote, satisfying CUPE's constitutional requirements for delegate verification and ballot integrity.

The presidential election was completed in approximately 7 minutes. Delegates and organizers praised the efficiency. The convention schedule ran on time. The result was clean, documented, and beyond challenge.
