The participation gap

Canadians want to be consulted. They don't feel heard.

The gap between what the public expects and what they experience is what every government is now paying for — at the ballot box, in the news cycle, and in the trust deficit. Converso closes that gap.

That gap is not apathy — it's a missing channel. Converso is that channel: direct, live, two-way, on the record, at the scale government actually needs.

We are the direct channel between government and the public.

Not a survey. Not a comment box. A live, two-way conversation — on the phone, at scale, with every voice on the record. In a single Alberta budget consultation, over 285,000 Albertans connected directly with their government. That infrastructure is available for your next engagement.

Regional Municipality of Wood Buffalo — Fort McMurray Emergency Response

When the 2016 Fort McMurray wildfire forced mass evacuations, the RMWB turned to Converso for daily multi-agency town halls. For 17 consecutive days during active emergency, Converso ran live, two-way briefings — connecting displaced residents with the Premier, Deputy-Premier, Minister of Municipal Affairs, the Public Affairs Bureau, and utility providers simultaneously.

Four years later, when floods struck the region in 2020, the RMWB called Converso again — running 26 events from May through September, engaging 40,000 citizens through the crisis.

A provincial government with repeated, large-scale public engagement needs. A partner who had to be right, every time.

The Government of Alberta engaged Converso as its primary telephone town hall provider across multiple ministries and multi-year campaigns. The Annual Budget Town Hall series alone spans 21 events (2016, 2018–2024), reaching an average of 180,000 unique numbers per event — for a combined 4,104,000 total numbers dialed. Across those events, 285,236 Albertans participated directly (282,381 by phone, 2,855 online), asking 3,940 questions at an average of 15.75 minutes per attendee.

Post-budget consultations (2023–2024) added 10 more events, reaching 2,000,000 unique numbers with 109,549 participants at a 23.1% participation rate. The engagement has been structured as a sole-source contract — a direct reflection of the confidence Alberta placed in Converso's track record, expertise, and Canadian operational model.

Why sole-source?

Sole-source procurement is available to governments when a provider's expertise, proprietary methodology, or operational track record makes competitive tendering impractical.

Converso's depth of experience in managed telephone town halls — combined with an unbroken operational record across hundreds of government events — regularly qualifies us for sole-source consideration across federal, provincial, and municipal clients.
